I am writing this letter to urge you to make the Texas Railroad Commission enforce the law and discourage polluters from breaking it in the first place. The state agency needs a strategic plan for ensuring better enforcement.
It makes sense that the Railroad Commission should track complaints, violations, and penalties, and make that information available to the public.
