Generating thousands of letters TCE built community and union support which resulted in Austin Independent School District switching to cleaner-burning diesel fuel in 2001.

During the 2001 state legislative session TCE generated more than 10,000 letters, calls, emails, and faxes from Texans. TCE exposed the continued failure of voluntary efforts to rein in grandfathered air pollution. TCE also exposed a proposed loophole that would have let off the hook 70% of all air pollution from grandfathered plants who had not filed for a voluntary permit. Legislation to close the Grandfather Loophole was finally passed on May 27, 2001, thirty years after its creation.
