Help improve electronic waste recycling standards! 

Our state environmental agency is currently writing the rules that will implement the new Electronics TakeBack Recycling law, and these rules will enforce -- or weaken -- the new law. Please use this opportunity to urge the agency to ensure strong rules for e-waste recycling.

The rules as currently proposed fall short of protecting public health and the environment. The rules should require convenient and responsible recycling, ensure that toxic e-waste is not exported to developing countries, and create a vibrant public education effort. 

The agency must improve its rules for electronic waste recycling, and it is imperative that your voice is heard!

I am writing in reference to the rules for electronic waste recycling, rule project number 2007-036-328-AS. I urge you pass strong e-waste recycling rules so that the goals of the new law to provide convenient and responsible recycling of electronic waste in Texas are met.

Rules should require compliant recycling plans and reject those that do not provide convenient, responsible recycling. While the producers are given the responsibility to create and execute recycling plans for their products, the TCEQ must determine whether those plans will provide convenient recycling for residents of Texas.

Rules should require that recycling programs do not use prison labor or violate the laws of importing countries. The TCEQ should adopt the recycling standards of the Electronics Recyclers Pledge of True Stewardship, which are recognized as the strongest available now. 

The TCEQ must make a serious commitment to public education if the recycling system is to be successful. The agency should look into creative opportunities for collaboration between state and local governments to receive funding for education. The TCEQ must challenge producers, recyclers, retailers and non-profit organizations to create a vibrant public education effort.
